If Marathawada is a land of saints, it is also the land of revolt. In this region, every man used to observe keenly the activities taking place in society. And the same revolt was deeply rooted in the body of the senior leader of Marathawada whose name was Late. Balasaheb Pawar. When we talk about Marathawada we are always reminded of four to five leaders especially and in these names, Balasaheb Pawar's name comes on the top. On seeing the aggression of Balasaheb and his minute observation, one used to feel it a weird chemistry. Most of the years of his age went into the struggle for Marathawada, whether that struggle was academic, social, or a political one in order to get the post of Chief Minister. In short, another name of struggle was... Balasaheb Pawar. He never cared for any obstacle that came in his way while struggling for his aims. He used to speak very clearly about the development of Marathawada. His contribution was immense in the fields of cooperation, agriculture, and irrigation. Various movements such as Marathawada Vikas Andolan, Marathawada Vidyapeeth Namantar Andolan, and the railway broad-gauge movement became inspirational for many people due to the effective leadership of Balasaheb. Balasaheb always used to speak clearly about his stands whether they were accepted or unaccepted by others. His particularity about the clear expression of his stands proved more problematic to him rather than giving him benefits.

Balasaheb Pawar has honored many posts such as M.P., M.L.A., Chairman of Cooperative Banks, Chairman of Marketing Federation, Founder Chairman of various cooperative sugar factories, Secretary of Marathawada Shikshan Prasarak Mandal, Chairman of Textile Mills, and many such posts. While holding these posts, Balasaheb gave a major contribution to the rural population, especially farmers, and the rural and downtrodden society through cooperation. Today, Balasaheb is the leader for most of the people who are working in various fields such as politics, social work, and education. Balasaheb was in fact a mobile university of the political field. He was known as an architect of creating leaders. Marathawada can never forget this leader who was immensely foresighted yet controversial, always fighting bravely for the self-respect of Marathawada without caring for anyone, continuously. This research center has been specially started in memory of the efforts of Balasaheb along with the effort of treasuring the self-respect of Marathawada.

Vision:

The vision for the Centre is to evolve into a 'Centre for Studies on Regional Development' in the near future. Recognizing past aspirations within the University to establish such a centre for interdisciplinary studies on social, demographic, economic, and political issues pertinent to regional development, this presents a renewed opportunity. The aim is to transform this existing Centre into a dedicated hub for regional development studies, actively seeking financial support from agencies like the University Grants Commission, the Indian Council of Social Science Research, the Indian Council of Historical Research, the Indian Council of Agricultural Research, and the Government of Maharashtra. The Centre will strategically plan its activities to achieve this significant goal in the coming years.

Mission:

The Centre is committed to the continuous execution of its functions to realize its established objectives and meet expectations.

A core mission of the Centre is the annual celebration of the anniversaries (15th March and 25th November) of the esteemed leader Sahakar Maharshi Balasaheb Pawar. This will be an intrinsic and ongoing aspect of the Centre's operations. Furthermore, the Centre aims to provide fellowships to students for research projects focusing on key areas such as agriculture, irrigation, cooperation, industry, education, and other issues crucial to the development of the Marathwada region. While the awarding of fellowships and the commencement of research in these identified areas are yet to begin, the Centre plans to initiate these activities starting from the academic year 2012-13. The Centre also anticipates organizing seminars, workshops, and exhibitions.

The Centre intends to conduct exhibitions showcasing new agricultural technologies and farming practices in affiliated rural colleges to benefit the agricultural community. Additionally, it will organize personality development workshops for students both on the University campus and in affiliated colleges. The Centre also plans to hold an annual seminar dedicated to addressing issues related to the development of the Marathwada region. While the Centre aspires to offer short-term degree/diploma courses in fields like co-operation, banking, insurance, and management, no such courses have been initiated to date. The immediate proposal is to launch a six-month course in 'Agriculture Insurance,' contingent upon securing additional financial resources. Subsequently, the Centre may introduce short-term courses on 'Management of Cooperatives,' 'Electronic Banking,' and 'Share Market.'

The Centre will actively work to build and nurture relationships with local self-government institutions, cooperative organizations, manufacturing industries, and banking sectors, particularly within the Marathwada region, to facilitate research, training, and counseling services. As a strategic step towards becoming a recognized Centre for regional studies, the Centre will prioritize undertaking minor and major research projects focused on regional development issues, seeking financial support from national and international-level agencies. This activity will be progressively expanded each year, ultimately leading to the Centre's full transformation into a comprehensive Centre for studies on regional development.

Objectives

Following are the objectives of the Sahakar Maharshi Balasaheb Pawar Research Centre:

  • To carry out research work on the work done by Sahakar Maharshi Balasaheb Pawar in the area of cooperation, agriculture, industry, irrigation, cooperative banks, sugar industry and education.
  • To conduct special studies on the backlog of Marathwada. These studies will cover the subjects from primary education to higher education.
  • To carry out comparative studies of Marathwada and Maharashtra with respect to different sectors.
  • To organize lectures of eminent persons working in the field of cooperation, agriculture, industry, irrigation, etc. to create awareness.

Programmes and Activities

The center will seek to acquaint the young generation with the philosophy of Gautam Buddha. Therefore, it seeks to pursue the following programmes and activities derived from the main aims and objectives mentioned in the proposal:

  • To set up a resource center for students, teachers, scholars, policymakers, and administrators with library facilities and resource persons to expose a large number of scholars to these studies.
  • To organize seminars, workshops, and lecture series on vital issues and to supply printed material of these lectures to the users.
  • To conduct orientation & training programmes.
  • To conduct full-time and part-time courses (Diploma / Certificate) for students, including short-term courses of 3-6 months.
  • To conduct research by M.Phil / Ph. D. students and other scholars.
  • The Center will publish articles, projects, research papers, seminar proceedings, etc.
  • The Center will act as a National / International collaborative, comparative center and will provide the facilities to do so.
  • To undertake such other activities and endeavors as would be considered suitable for further aims and objectives of the center.
