Sant Gadgebaba Research Center on Rural Problems

About Department

“Sant Gadgebaba Research Centre on Rural Problems” was established on 22 March, 2012 in Dr. Babasaheb Ambedkar Marathwada University, Aurangabad. The purpose of this center is to educate students on rural and agricultural problems and to find solutions. Primarily established for rural students, its inauguration was held in a rural area, Ghansawangi Dist Jalna, under the chairpersonship of the university's Vice-Chancellor, Professor Vijay Pandharipande. The first director of this center was Dr. Shivaji Sangale, a farmer resistor and professor in the economics department. Since its inception, this center has been conducting various activities aimed at providing knowledge to rural students and researchers.

India is an agricultural country where 69% of the population resides in rural areas and depends on agricultural activities for their livelihood, with the agricultural and allied sectors providing 60% of employment. Dr. Babasaheb Ambedkar Marathwada University Aurangabad, established in 1958, is located in a rural and backward region. Initially covering eight districts, the university was later divided into two: Dr. Babasaheb Ambedkar Marathwada University, Aurangabad, and Swami Ramanand Tirth Marathwada University, Nanded. Consequently, approximately 80% of the students in Dr. Babasaheb Ambedkar Marathwada University come from rural backgrounds, with their parents primarily engaged in farming or agriculture.

Unfortunately, the Marathwada region lags in development. Farmers often employ traditional and outdated farming techniques, lack sufficient knowledge, and consistently face economic hardships and debt. Due to inadequate marketing and financial resources, farmers are often unaware of market opportunities and fail to receive remunerative prices for their agricultural produce. The students, many of whom are farmers' children, often lack sufficient understanding of why farmers face such critical problems, how they can assist their parents in farming and related activities, how to solve economic challenges, how to manage financial situations, and how to apply their knowledge for rural and agricultural development. These pressing questions in the minds of teachers, professionals, and the university's Vice-Chancellor led the former V.C. of Dr. BAMU, Prof. Vijay Pandhripande, and the former Registrar, Prof. Shivaji Sangale, to establish the “ Sant Gadgebaba Research Centre on Rural Problems” to seek answers to these vital issues.

Vision:

The vision for the Centre is to evolve into a 'Centre for Studies on Regional Development' in the near future. Recognizing past aspirations within the University to establish such a centre for interdisciplinary studies on social, demographic, economic, and political issues pertinent to regional development, this presents a renewed opportunity. The aim is to transform this existing Centre into a dedicated hub for regional development studies, actively seeking financial support from agencies like the University Grants Commission, the Indian Council of Social Science Research, the Indian Council of Historical Research, the Indian Council of Agricultural Research, and the Government of Maharashtra. The Centre will strategically plan its activities to achieve this significant goal in the coming years.

Mission:

The Centre is committed to the continuous execution of its functions to realize its established objectives and meet expectations.

A core mission of the Centre is the annual celebration of the anniversaries (15th March and 25th November) of the esteemed leader Sahakar Maharshi Balasaheb Pawar. This will be an intrinsic and ongoing aspect of the Centre's operations. Furthermore, the Centre aims to provide fellowships to students for research projects focusing on key areas such as agriculture, irrigation, cooperation, industry, education, and other issues crucial to the development of the Marathwada region. While the awarding of fellowships and the commencement of research in these identified areas are yet to begin, the Centre plans to initiate these activities starting from the academic year 2012-13. The Centre also anticipates organizing seminars, workshops, and exhibitions.

The Centre intends to conduct exhibitions showcasing new agricultural technologies and farming practices in affiliated rural colleges to benefit the agricultural community. Additionally, it will organize personality development workshops for students both on the University campus and in affiliated colleges. The Centre also plans to hold an annual seminar dedicated to addressing issues related to the development of the Marathwada region. While the Centre aspires to offer short-term degree/diploma courses in fields like co-operation, banking, insurance, and management, no such courses have been initiated to date. The immediate proposal is to launch a six-month course in 'Agriculture Insurance,' contingent upon securing additional financial resources. Subsequently, the Centre may introduce short-term courses on 'Management of Cooperatives,' 'Electronic Banking,' and 'Share Market.'

The Centre will actively work to build and nurture relationships with local self-government institutions, cooperative organizations, manufacturing industries, and banking sectors, particularly within the Marathwada region, to facilitate research, training, and counseling services. As a strategic step towards becoming a recognized Centre for regional studies, the Centre will prioritize undertaking minor and major research projects focused on regional development issues, seeking financial support from national and international-level agencies. This activity will be progressively expanded each year, ultimately leading to the Centre's full transformation into a comprehensive Centre for studies on regional development.

Objectives

Following are the objectives of the Sahakar Maharshi Balasaheb Pawar Research Centre:

  • To carry out research work on the work done by Sahakar Maharshi Balasaheb Pawar in the area of cooperation, agriculture, industry, irrigation, cooperative banks, sugar industry and education.
  • To conduct special studies on the backlog of Marathwada. These studies will cover the subjects from primary education to higher education.
  • To carry out comparative studies of Marathwada and Maharashtra with respect to different sectors.
  • To organize lectures of eminent persons working in the field of cooperation, agriculture, industry, irrigation, etc. to create awareness.

Programmes and Activities

The Centre has almost completed four years of its existence. During this period, the Centre has undertaken several activities, including the celebration of the veteran leader's anniversary, seminars, workshops, and lecture series. A one-day seminar on 'Role of Cooperative Movement in Rural Development' was held on 22nd February, 2009, at Chistia Arts and Science College, Khultabad, Dist. Aurangabad. To commemorate the veteran leader's anniversary, a seminar was organized at the Department of Management Science of the University on 25th November, 2009, featuring eminent Journalist Shri. Nagnath Fatale and Dr. Sudhir Gavhane of the University's Journalism Department as speakers.

The Centre organized a blood donation camp on the University campus on 3rd December, 2009, with the voluntary participation of nearly 50 teaching and non-teaching members of the University. Padma Shri Balasaheb Vikhe-Patil, former Union State Minister for Finance, was invited to speak on 'Cooperation: The Past, Present and Future' on 6th April, 2009. A one-day seminar on 'Backlog of Irrigation Development in Marathwada and Government Policy' was organized on 27th February, 2012, with Dr. D. M. More, Dr. R. P. Kurulkar, Dr. S. B. Varade, Shri Sanjeev Unhale, and Dr. S. T. Sangle serving as resource persons. The birth anniversary of the veteran leader was celebrated on 15th March, 2012, with Dr. D. B. Choudhari, Dr. Vijay Bhosale, and Dr. V. B. Khandare as guests and speakers. Despite nearing four years of operation, the majority of activities were concentrated in the calendar year 2009. Additionally, the Centre has yet to award fellowships or execute research projects in the identified areas, and no short-term degree/diploma courses have been introduced.
