The Governor’s Secretariat is headed by the Secretary to the Governor who is assisted by a team of officers and staff as per details available under the head organization. The Governor’s Secretariat includes the Secretariat and Household establishments.

The Finance and Accounts Officer shall be a person who is a chartered accountant or a cost accountant, with professional experience of not less than five years.

In case the person possessing the qualifications and experience as specified in sub-section (2) cannot be appointed, the Finance and Accounts Officer may be appointed from amongst the Government Officers of the State Finance and Accounts Service, holding the post not below the rank of Deputy.

The Finance and Accounts Officer shall be appointed by the Vice-Chancellor on the recommendation of the Selection Committee constituted for the purpose under this Act.

The appointment of the Finance and Accounts Officer shall be for a term of five years or till the age of superannuation, whichever is earlier, and he shall not be eligible for re-appointment in that post.
The Finance and Accounts Officer shall,

Exercise general supervision over the funds of the university and advise the Vice-Chancellor as regards the finances of the university.

Hold and manage the funds, property and investments, including trust and endowed property, for furthering the objects of the university, with the approval of the Vice-Chancellor.

Ensure that the limits fixed by the university for recurring and nonrecurring expenditure for a year are not exceeded, and that all allocations are expended for the purposes for which they are granted or allotted.

Keep watch on the state of the cash and bank balances and investments.
-
Ensure effective revenue management by keeping watch on the process and progress of collection of revenue, and advise the Vice-Chancellor on the methods to be employed in this regard.

Perform the duties under clauses (a) to (e) as per the Maharashtra Universities Account Code.

Get the accounts of the university audited regularly.

Ensure that the registers of buildings, land, equipment, machinery and other assets are maintained up-to-date and that the physical verification and reconciliation of these assets and other consumable material in all offices, conducted colleges, workshops and stores of the university are conducted regularly.

Propose to the Vice-Chancellor that explanation be called for unauthorized expenditure or other financial irregularities from any academic member or non-vacation academic staff or an officer of the university of the rank of Assistant Registrar or equivalent and above.

Propose to the Registrar that explanation be called from any non-academic member of the university, other than the teacher, non-vacation academic staff and an officer of the university of the rank of Assistant Registrar or equivalent and above, for unauthorized expenditure or irregularities in any particular case, and recommend disciplinary action against the persons in default.

Call for, from any office, centre, laboratory, conducted college, department of the university or university institution, any information and returns that he thinks necessary for the proper discharge of his financial responsibilities.
Powers and Duties of the Finance and Accounts Officer
As per Maharashtra Public Universities Act, 2016

The Finance and Accounts Officer shall be the principal finance, accounts and audit officer of the university. He shall be a full-time salaried officer and shall work directly under the control of the Vice-Chancellor.

The Finance and Accounts Officer shall be appointed by the Management Council either by nomination or by obtaining the services of a suitable officer on deputation from the Government of India or State Government.

The appointment of the Finance and Accounts Officer shall be for a term of five years if appointed by nomination and he shall be eligible for re-appointment for only one more term of five years.

The Finance and Accounts Officer shall be the Member-Secretary of the Finance and Accounts Committee. He shall have the right to be present, speak and otherwise take part in the proceedings of the Management Council on matters which have financial implications but shall not be entitled to vote.

The Finance and Accounts Officer shall maintain minutes of the meetings of the Finance and Accounts Committee and the committees appointed by the Finance and Accounts Committee.

The Finance and Accounts Officer shall be responsible for presenting the annual budget, statement of accounts and audit reports, to the Finance and Accounts Committee and to the Management Council.
The duties of the Finance and Accounts Officer shall be to

Exercise such other powers, perform such other duties, and discharge such other financial functions as are assigned to him by the Vice-Chancellor or are prescribed by the Ordinances.
The Roles of Various Units
Functioning of the Finance and Accounts Department is carried on at two levels i.e. Centralized Finance Units and Decentralized Finance Units. Centralized Finance Units carries out the financial functions of the administrative units and Decentralized Finance Units carries out the financial functions of the Post Graduate Teaching Departments. All the receipts are collected centrally whereas expenditure is decentralized for the convenience of the Teaching Departments.

Book Unit: All work relating to investments with banks, daily bank balances, all receipts and payments, bank reconciliation, finalisation of accounts, and balance sheet, drawing of cheques, preparation of various financial statements and schedules, etc.

Grant Unit: Collection of all grants received from various funding agencies (U.G.C., G. O. I., C. S. I. R., O. I. B., State etc.). Preparation of grants receipts, Utilization Certificates and statements of expenditure of unassigned grant, JRF/SRF Fellowship/CSIR Fellows/Research Projects/Pool Officer, research equipment grants, bank reconciliation, bills passing, drawing of cheques, etc.

Donation And Endowment Unit: All donations received in favour of the University of Pune are collected by this unit and invested in various banks as per the directions of the university authorities. Accrued interest of such donations is made available for giving prizes/awards/medals/scholarships to students in rank at various examinations and for meeting the expenditure on chairs/lecture series/any other endowment, preparation of bank reconciliation, passing of bills and drawing of cheques, finalization of accounts, preparation of various financial statements and schedules, etc.

Provident Fund Unit (CPF/GPF): The main function of this unit is to look after all the employees of CPF and GPF funds, all work relating to employees' loans and advances from CPF/GPF account, preparation of final statement of the employees who are retiring from the University Service for their finalization of pension cases to be sent to the Director of Higher Education, bank reconciliation statement, drawing of cheques for gratuity, maintenance of accounts, finalization of accounts, preparation of various statements and schedules, and other related matters, etc.

Cash Unit: The main function of this unit is to receive the bills from various departments/sections/units/teachers/examiners/paper setters, and all other committee members, Local T.A./D.A., Local Conveyance, and any cash purchases, Overtime Bills, and such other types of bills to be paid in cash. Issue of receipts for money/amount received in all forms for various purposes including Examination Fees.

Bill Unit: All work relating to passing of all types of bills, purchase orders, preparation of vouchers by ensuring the proper sanction of the University Authorities, budget head and the provision/balance in such budget heads. Other functions of this unit include giving advances to the Teaching and Non-Teaching employees from various departments in the University of Pune for various purposes as per the guidelines of the University. Preparation of list of outstanding advances at the end of every financial year and as and when required by the Advances Recovery Committee and Finance and Accounts Officer. Another important function is to keep up-to-date record of various EMD/RMD/SD and other deposits received by the Contractors/Students and others by the University in connection with financial matters and refund the deposit to concerned persons, etc.

Pay Unit: The main function of this unit is to look after all pay and allowances for the Teaching and Non-Teaching employees of the University of Pune and such other matters regarding income tax, preparation of gratuity statements, bank reconciliation, drawing of cheques, and other Government matters relating to fixation of pay and allowances of Teaching and Non-Teaching employees of the University of Pune. It also looks after the preparation of pay bills and submits them to Government for receiving grants for salaries. Services from the Management Information Cell (MIC) are acquired for processing the Pay bill every month. The schedule in this regard has been framed and is with the Pay Unit.

Budget Unit: The main function of this unit is to prepare the budget under the guidelines of the Budget Committee and Finance and Accounts Officer and submit it to the senate for approval.

E.D.P. Unit (Finance): This is the main computer unit for Central Finance & Accounts Department for all types of computer work related to various financial matters. The programmer in the E.D.P. section works under the guidelines of the Finance and Accounts Officer.

Work relating to all types of Tax deduction of Source and filling of returns for the same for contractors and sub-contractors fees paid for professional service independently done by E. D. P. Unit by the development of programs by the Programmer of University of Pune.

DECENTRALIZED FINANCE UNITS : All work relating to passing of all types of bills, process of purchase orders, preparation of vouchers by ensuring the proper sanction of the University Authorities budget head and the provision / balance in such budget, preparation of Quarterly Receipt and Payment as well as yearly Receipt and Payment and fulfillment of year end procedure and any other assignment direction issued by FAO.
Finance & Accounts Committee

There shall be a Finance & Accounts Committee consisting of the following members, namely

The quorum for a meeting of the committee shall be six.

The committee shall meet at least four times a year to examine the accounts, the progress of expenditure and all new proposals involving fresh expenditure in the light of the provisions available.

The annual statement of accounts and the financial estimates (budget) of the university, prepared by the Finance & Accounts Officer shall be laid before the Finance & Accounts Committee for consideration and recommendation, and for submission thereafter to the Management Council for such action as it thinks fit.

Recommend to the Management Council the limits for the total recurring and non-recurring expenditure for the year, based on the income and resources of the university, including the proceeds of loans for productive work.

Explore the possibilities of, and resort to, augmenting further the resources for the development of the university.

Take necessary steps to have the university account audited by auditors appointed by the Management Council.

Advise the Management Council on matters related to the administration of the property and the funds of the university.

Ensure proper implementation of the State Government’s orders issued from time to time, in respect of financial matters.

Advise on financial matters referred to it by the Management Council, Academic Council, or any other authority, body or committee or any officer of the university.

Report to the Vice-Chancellor any lapse or irregularity in financial matters which comes to its notice, who may take suitable prompt actions after assessing the seriousness of the matter or refer it to the Management Council.

The Director of Knowledge Resource Center shall be a full-time salaried officer of the university and shall be in charge of the Knowledge Resource Centre. He shall work directly under the superintendence, direction, and control of the Vice-Chancellor.

The qualifications, experience, emoluments, and terms and conditions of service of the Director, Knowledge Resource Center shall be as recommended by the University Grants Commission for university librarians and adopted by the State.

The appointment of the Director, Knowledge Resource Center shall be made by the Vice-Chancellor on the recommendation of the selection committee constituted for the purpose.

The Director, Knowledge Resource Center shall:
- Be the Member-Secretary of the Knowledge Resource Centre Committee and ensure the proper implementation of its decisions.
- Be the custodian of all books, periodicals, manuscripts, journals (in print, audio, and digital formats), and equipment in the Knowledge Resource Center.
- Evolve and implement processes and procedures to ensure that no resources are lost, damaged, or subject to irregularities.
- Conduct periodical stock verification, prepare reports of any losses, and present them to the Knowledge Resource Centre Committee.
- Be responsible for the development, modernization, maintenance, and management of the university's Knowledge Resource Center.
- Provide assistance and guidance to the officer responsible for the Knowledge Resource Centre on the Sub-Campus of the university.
- Assist libraries and librarians of affiliated colleges and recognized institutions by conducting annual meetings with them.
- Organize training programs and workshops to update the skills and knowledge of librarians at affiliated colleges and recognized institutions.
- Create awareness among students of various departments regarding available resources, search techniques, and databases through an information literacy program.
- Undertake any other tasks assigned by the university authorities to ensure the objectives of the Knowledge Resource Centre are achieved.
- Exercise other powers and perform other duties as prescribed by or under this Act or as assigned by the Vice-Chancellor and Pro-Vice-Chancellor from time to time.

The Board for Lifelong Learning and Extension is responsible for creating skilled and knowledgeable human resources through various degree-level and skills development programs. It will meet at least twice a year and consist of the Vice-Chancellor (Chairperson), Pro-Vice-Chancellor, Deans of faculties, three eminent experts in lifelong learning and related fields, two teachers from university departments engaged in innovation and research, two teachers from colleges involved in innovation, research, development, and extension, and the Director of the Centre of Lifelong Learning and Extension as the Member-Secretary.

The Board of Lifelong Learning and Extension shall have the following powers and duties:

(a) To create synergy at policy and operative level for co-existence and co-operation between various teaching, research, and development institutions, and regional and national bodies and governmental agencies in the domain of lifelong learning, value education, and life skills for senior citizens;

(b) To supervise and monitor the activities of an independent Centre for Lifelong Learning and Extension set up by the university to carry out the objectives of the Board;

(c) To look into budgets and financial needs of the Centre for Lifelong Learning and Extension;

(d) To prepare and periodically review the annual program of activities for the Centre;

(e) To submit an annual report to the Management Council;

(f) To undertake any other task assigned by the university authorities to achieve the Board's objectives.
Director of Sports and Physical Education

The Director of Sports and Physical Education shall be a full-time salaried officer responsible for promoting the culture of sports and supervising sports-related activities in the university, colleges, and recognized institutions. He shall work under the superintendence, direction, and control of the Vice-Chancellor.

The qualifications and experience for the selection of the Director of Sports and Physical Education shall be as specified by the State Government, by an order published in the Official Gazette.

The Director of Sports and Physical Education shall be appointed by the Vice-Chancellor on the recommendation of the selection committee constituted for the purpose under this Act.

The appointment of the Director shall be for a term of five years or the age of superannuation, whichever is earlier, and he shall be eligible for re-appointment by selection for only one more term of five years in the university.

The Director shall:
- cultivate excellence in sports and promote a spirit of healthy competition;
- promote sports, culture, and organize activities in sports across colleges, institutions, and university departments;
- co-ordinate and organize activities with regional and national sports bodies;
- organize university-level competitions and sports skill development camps;
- train students for regional, national, and international competitions;
- prepare the report of the Board of Sports and Physical Education to be submitted to the Senate;
- undertake any other task assigned by university authorities to carry out the objectives of the Board;
- exercise powers and perform duties as prescribed or assigned by the Vice-Chancellor and Pro-Vice-Chancellor.

All salaried officers, members of the authorities, committees or bodies, teachers, and employees of the university shall be deemed public servants under Section 21 of the Indian Penal Code.
